EU states back common airline blacklist proposal

BRUSSELS (Reuters) - European Union member states gave their initial backing on Wednesday to a proposal that would generate an EU-wide blacklist of unsafe airlines, handing the power to the EU Commission to ban carriers from EU airspace.
