Reform is not a panacea capable of magically eliminating a nation's problems at a stroke. It is, however, an absolute prerequisite for any Arab country seeking to improve the lot of its citizens. Nowhere is this truer than in Lebanon, where decades of both actual and virtual war have denied the populace all those benefits to be derived from the processes - and, indeed, the mere presence - of a functioning state.
