Dar al-Hayat newspaper quoted Qatar Energy Minister Abdullah al- 'Atiya who announced in mid-September 2005 the creation of the Qatar International Petroleum Company, which will specialize in investments in overseas oil and will belong to the Qatar Oil Company.
