Rules differ for orphans & adoptees

Q. Must an orphan child be adopted before turning 16 to qualify to immigrate to the U.S.? I filed CIS form I-600, Petition to Classify Orphan as an Immediate Relative, to bring an orphan here from Jamaica. I am adopting her, but the adoption isn't complete. She turned 16 last week.
