Lahoud suggests changes to Hariri tribunal

President Emile Lahoud released a 32-page report on Monday on the formation of an international court to try those accused of assassinating former Premier Rafik Hariri. In the report, Lahoud made several suggestions, such as changing the name of the court from "special," like that of Rwanda and Yugoslavia.
