13th Nov 2006, 20:24 GMT
Foreign ministers from the European Union are in session to consider means to develop closer ties with Russia, but Poland has put a rider saying it will veto any proposal if Russia failed to commit on opening up its oil and gas pipeline and to sign an international energy trade pact. Poland also wants Russia to undertake ending a ban on import of Polish meat products.
