Mittal Says Dofasco Balks at Sale

BRUSSELS, Belgium (AP) - Mittal Steel, which is hoping to complete its purchase of Arcelor SA, said Monday that an independent trust controlling Dofasco Inc. has refused to allow its sale, thwarting its plans to divest the Canadian steelmaker and resolve U.S. antitrust concerns.
