South Carolina's school ratings drop

South Carolina's School Report Card is not one that parents will enjoy seeing this year. Officials are blaming stricter state and federal requirements and flat test scores for drops in ratings. Also, higher student poverty levels are considered a factor. But there is a plan to focus on some specific areas for improvement.
