ESCONDIDO, Nov. 14 (UNION-TRIBUNE): Civil rights groups are guilty of a “gross misinterpretation” of a controversial new ordinance forbidding landlords from renting to illegal immigrants, the city's lawyers say in court documents filed yesterday.
