The failure of the European Union to adopt a declaration that would have paved the way for the start of Turkey's membership talks has cast yet another dark cloud over the country's hopes of joining the European club. The stumbling block arose when Cypriot officials unexpectedly rejected an EU response to Turkey's refusal to recognize Cyprus.
