(Reuters) - The Netherlands' Finance Minister Gerrit Zalm reacts to the outcome of the referendum on the European Union constitution in Hilversum in this June 1, 2005 file photo. Zalm -- Dutch finance minister, budget hawk and a driving force behind welfare reforms -- may leave the finance ministry after elections this month, but is not thinking of retiring. With 12 years heading the treasury, Zalm is the longest-serving finance minister in modern Dutch history and one of the most influential members of the centre-right cabinet of Prime Minister Jan Peter Balkenende.
