Another glittering waterfront plan doomed to reality

Today, city council's executive committee is scheduled to nod and wave at the latest big plan to develop the central waterfront, beginning with the virtually blank slate between Jarvis and Parliament streets called the East Bayfront. There will be little debate and few will notice.
