Developer brings his proposal to Council

A Knoxville developer on Monday night presented a proposal to the Oak Ridge City Council that could potentially bring a Lowe's and Target to town and rescue the financially-troubled American Museum of Science and Energy. The developer, Graham Corp., last month presented the proposal to a City Council committee.
