(Reuters) - Somali refugees wade through rain water outside the Ifo refugee camp in Daadab, 400km (250 miles) northeast of Kenya's capital Nairobi, November 13, 2006. Harvesting rainfall in Africa is an underused and cheap way to combat drought in the world's poorest continent, the U.N. Environmental Programme said on Monday.
