The state has almost $1 billion in new revenue, but S.C. House budget writers might opt to spend far less next year.Budget writers might limit proposed state spending increases to the rate of inflation and the state’s population growth, or about 5.15 percent. That, they say, would ensure state spending grows at roughly the same rate as residents’ paychecks.
