Lahoud calls approval of tribunal 'invalid, null and non-existent'

President Emile Lahoud said on Wednesday that the Cabinet's approval earlier this week of a UN plan to form an international tribunal to try suspects in the assassination of former Prime Minister Rafik Hariri was "invalid, null and non-existent." "The president has the sole authority to lead negotiations on international treaties.
