High speed connection: A neighborhood director at Sacramento City Hall is racing into the future. She has a booming e-mail network for brief, instant communications between city officials and residents. People seem hungry for the service. "In six months, I've gone from an e-mail list of about 50 people to 500," said Pat Clark, district director for the Greenhaven, Pocket and Valley Hi residents represented by City Councilman Robbie Waters. "We don't send them fluff. We want them updated with the latest possible news about crime, levee repairs, planning meetings, things they need to know about." E-mail bulletins are nothing new. But short, newsy, no-spin information is something special. Pat gives her readers news typically exclusive to bureaucratic staff members. She is delighted by the reception. "People keep asking to get on the list," she said. "I believe our district is one of the most wired in the city. I would love to have every household receiving our reports at the push of a button." Alas, there is one Greenhaven resident Clark can't tap into -- her boss. Waters -- old school and proud of it -- declines to install a Web connection at home. "Computer? I still can't work the VCR," said Robbie, referring to an electronic device popular last century. ...
