Among the "facts" reported by Bob Henderson and Al Brooks in their cogent Open Letter to the Tennessee Federal Legislators and Others (The Oak Ridger, Oct. 12) is this one: "DOE (Headquarters) has taken control of the initiative for pensions changes, as evidenced by (a) DOE N 351.1 severely limiting all pension changes in an a priori manner, (b) the local referral of all critical pension inquiries to Headquarters, (c) the local denial of any remaining local initiative or control."
