Russia's Industry and Energy Ministry has rejected a proposal by the nonstate shareholders in the Caspian Pipeline Consortium (CPC) to expand the throughput capacity of that export pipeline, which transports Kazakh crude to Novorossiisk, according to the daily "Kommersant" on November 13. The Russian government is the largest single shareholder in the CPC with a 24 percent stake.
