Serial rape suspect ruled OK for trial

NEWPORT, Ky. — A Burlington, Ky., man charged in a series of crimes committed by a suspect police have dubbed the "blue-eyed rapist" has been declared competent for trial in a 2004 attack at a Cold Spring restaurant.
