How flexible do you have to be when redeeming awards?

Column: I have 55,000 frequent-flier miles with US Airways, and I want to fly to Germany next year. I'm told I can use my miles with another Star Alliance airline, which would be Lufthansa. I have tried at least 12 times to make a reservation with Lufthansa and for seven they have told me there are no seats available. Why? Don't they give seats out for frequent-flier miles from another airline? I have tried from Philadelphia, Boston and Toronto to Frankfurt.
