Post Cold War spending not impacted on social sector: Pranab

New Delhi, Nov 13: Noting that the "peace dividend" of the post-Cold War era had not impacted on social sector spending, External Affairs Minister Pranab Mukherjee said Monday that this posed fresh challenges to the country's planners who should strike a balance with military expenditure.
