Ward 39's Del Grande sure has an arresting presence

The last time we met Councillor Mike Del Grande in this space, from which such types are normally forbidden, he was slouching in his car at night on a residential street in northern Scarborough, peering through lit windows with binoculars, a digital camera ready to gather evidence of antisocial behaviour among his unwary constituents.
