Dozens of municipal politicians from Greater Toronto and beyond convened in a ''smog summit'' at Toronto city hall on Wednesday, where one by one they trumpeted their commitment to clean air, smart growth, public transit and all the other expected shibboleths. But they would have cleared more smog had they tackled the not-unrelated issue of election finance reform -- especially in light of the eye-opening study, released last week, showing that so many of our suburban politicians are tools of the development industry they pretend to reform.
