Bush: Rebuild New Orleans, improve emergency plans

PASCAGOULA, Mississippi (Reuters) - U.S. President George W. Bush will pledge on Thursday to rebuild New Orleans and the Gulf Coast and to improve emergency plans for all cities as he scrambles to rebound from a hurricane that battered his reputation.
