Displaced to get $2,000 debit cards

Washington — President Bush asked Congress for an additional $51.8 billion for hurricane relief on Wednesday as the federal government announced plans to hand out $2,000 per household for displaced Gulf Coast residents to spend on essentials. The flow of money came as the White House continued to defend the federal response to Hurricane Katrina, though spokesman Scott McClellan avoided issuing the traditional statement of confidence in the top two officials involved in the response, Homeland Security Secretary Michael Chertoff and Michael Brown, director of the Federal Emergency Management Agency. Bush has acknowledged the results of the overall response were unacceptable.
