Supreme Court Has Rare Pair of Vacancies

-- The last time there were two openings at the Supreme Court, William H. Rehnquist was a Justice Department lawyer advising President Nixon on how to handle the rare opportunity. Rehnquist, who was named to fill one of those openings, died Saturday night of cancer, giving President Bush a rare pair of vacancies at the high court.
