Tory seeks 'czar' to cut crime rate

Ontario Opposition Leader John Tory says a ''crime-reduction'' czar should be appointed to co-ordinate efforts to reduce youth violence.The recommendation is one of a number in a 70-page report aimed at dealing with gun crime in Toronto and other cities that will be released today at Queen's Park.
