Powers of ethics panel expand

Nov. 14 (UNION-TRIBUNE): For five years, the city of San Diego's Ethics Commission has been hamstrung while trying to enforce ethics, campaign and lobbying laws. No more. The City Council voted unanimously yesterday to give the commission the ability to launch its own investigations and accept anonymous complaints – two powers conspicuously missing when the commission was created in 2001.
