Yobs' Parents Face On-The-Spot Fines

Parents could be hit with £80 fines for their children's yobbish behaviour under plans unveiled by Home Secretary John Reid.The on-the-spot fines would be suspended but would kick in automatically if voluntary agreements on conduct are breached.
