LAPD Chief Goes on the Defensive Following Release of Second Videotape

LAPD Chief Bill Bratton defended his department, following the release of a second videotape that critics claim shows brutality by an LA police officer. Bratton says he plans to issue a ruling soon on whether the officer violated department policy when he pepper-sprayed a handcuffed suspect.
