Blair to unveil laws as Iraq clouds legacy

LONDON (Reuters) - Prime Minister Tony Blair will unveil on Wednesday a raft of proposals on security, pensions and climate change as he struggles, in his final months in office, to salvage a legacy overshadowed by Iraq.
