Kelly unveils plans to cut homeless numbers

LONDON (Reuters) - Communities Secretary Ruth Kelly pledged on Tuesday to stop placing 16 and 17-year-olds in bed-and-breakfasts as part of a multi-million pound package targeting the young homeless.
