Good old Howard Moscoe, perpetual councillor, wheeler-dealer, wise old vulture, nailed it again when he yawned during the latest hot debate about how to fix city council by changing the way it works -- the ''governance'' thing -- and agreed to go along with whatever reforms any less experienced politicians think might help.
