What will change if, as is likely, the Democrats tonight capture one or both houses of the U.S. Congress?Sorry, George Bush-haters, the short answer is: not much. For a while, argued a senior Democratic strategist yesterday, Democrats will try to co-operate with the Bush administration. Most of the newly elected Democrats will be moderates. Look for piecemeal agreements -- on immigration, education, spending -- depending on the administration's attitudes.
