Larsen's report on Lebanon: Excellent - as far as it goes

The semi-annual report by Terje Roed-Larsen to the Security Council on the implementation of Resolution 1559 was a mixed bag for Lebanon. In two of the four main "operational requirements" to establish the territorial integrity, sovereignty and political independence of the country, Lebanon scored very highly in the view of the UN special envoy.
