Blame Premier Dalton McGuinty for starting the trend this spring by announcing that his government was ''seized'' with the need to reform property taxes. As it turned out, the jokes at the time -- Conservative Leader John Tory said the Premier decided ''to seize up on this and do nothing,'' while the NDP's Howard Hampton said he was ''seized like a rusty engine'' -- were prophetic.
