Bush, Congress to Probe Relief Failures

Bush said he intends to lead an investigation of what went wrong with the response to Hurricane Katrina. The Senate is planning its own probe. Engineers began to pump water out of New Orleans, and the mayor said it would take three weeks to clear the deluge.
