It's not the Iraqi vote, but the political process, that matters most

With just eight days until the Iraqi referendum on the constitution, it is increasingly doubtful that the vote, which is hoped will usher in a new era of peace and stability in Iraq, will meet such high expectations. It is nonetheless an important step in that it represents progress toward participatory democracy.
