U.N. secretary-general Kofi Annan said it is now evident that costs of cutting down greenhouse gas emissions are far lesser than the cost of dealing the ''consequences later.'' Addressing the U.N. conference on climate change in Nairobi Wednesday Annan said no one can say it is unaffordable to act, in a reference to countries, including the United States, which have refused signing the Kyoto Protocol on climate change saying imposing restrictions on emissions would impact their economies.
