Borrowing to rebuild U.S. Gulf to come at a price

WASHINGTON (Reuters) - President George W. Bush's pledge to spend all it takes to rebuild a shattered U.S. Gulf coast will, in swelling an already bloated budget deficit, risk unsettling a delicate balance buoying the U.S. economy.
