Extra annual fees troubling patients

WASHINGTON - The trend of charging annual fees over and above what is normally covered by insurance payments is on the rise. Doctors defend these extra charges by saying that insurers will not pay the extra costs that they incur, so they have to go on a roundabout way to get cash to pay their own bills.
