There is a word in suburban Toronto so sacred its merest whisper will make sane people do the craziest things in fits of blind faith. The word is ''amnesty'' -- not one that figures much in the minds and lives of the native-born, but an obsession among the tens, perhaps hundreds of thousands of undocumented (or illegal, if you prefer) immigrants who call Toronto home.
