NAIROBI, Kenya (AP) - An authoritative new U.N. assessment of how Earth's climate is changing _ its temperatures rising, polar ice melting, oceans expanding _ should have " a major impact" on the political debate over dealing with global warming, the world's chief climate scientist says.
