Airport would shift to instrument flight

The expansion plan for Harvey airport includes a proposal for a non-precision instrument approach. An instrument approach converts a basically visual flight rules, small airplane airport to an instrument flight rule airport servicing business jets and small air taxi aircraft. The noise and pollution footprint will be extended far beyond the immediate vicinity of the airport.
