EU chair Britain makes progress on Turkey EU bid

BRUSSELS (Reuters) - Diplomatic moves to clear the final obstacles to Turkey starting European Union entry talks on October 3 have made progress after France agreed a formula on the key issue of recognition of Cyprus, EU diplomats said on Monday.
