Botswana [editorial]: Festering Beans And Civil Service Rot

Tonnes of rotting beans meant for supplementary food at Sebele Food Relief Services are symptomatic of the rot in the civil service. How can this happen? Close to a quarter million was spent in purchasing these supplies. Then somebody dumped them at Sebele four years ago to rot! The amount of beans in question can feed five schools for two years. This is a long time!
