Time for Wales watching

I have seen the future, and it isn't London, Barcelona or Berlin. The stupendous ongoing regeneration of those famous capitals is something that Toronto, no matter how high its aspirations, will probably never achieve in our lifetimes. More realistically, we should aim to catch up with the Welsh capital of Cardiff. Obscure Cardiff showed its best this week to a group of Canadians visiting for the annual Canada-U.K. Colloquium organized by Queen's University. (INSIDER Edition subscribers only)
