Personal in Argentina made an unexpected announcement today - revealing that it plans to launch UMTS by the end of this year and have commercial services and devices available by 1Q07. This comes as a surprise because both Uruguay's Ancel (which has been in trials for more than a year) and Colombia's Ola were leading the pack of operators expected to launch UMTS by year-end.
