NASA to go ahead with July launch for Discovery without resolving foam issue

WASHINGTON - NASA is planning to launch the Discovery shuttle in July without any further upgrades to the vexed fuel tank problem, which has caused much heartburn in the agency over the last three years. Any modifications to the foam covered fuel tanks will be considered only after July's flights.
